I have a mid-young cockatiel who is loosing a lot of feathers, Is it loosing its baby feathers and growing more mature ones instead,is this suppose to happen, or should i be worried?

I've had cockatiels all my life and none i've had have dont it.
My boss has a cockatiel and she always stands on one leg. I doubt its hurt, she's always done it.
But is this common for cockatiels. I know other birds do it a lot.

Young male cockatiel, started out hand-fed and then neglected somewhat so he became skittish. Getting more relaxed because I talk to him a lot and he is around in his cage a lot. Any help would be appreciated!
