How can I tame a cockatiel who tends 2 bite a lot?

We have just bought a young cockatiel of about 3 months old from the market yesterday. He seems scared, and everytime we put our hands near him he goes to bite us. we want to tame him but the best we can do is get him to step up onto a stick. Even that can be hard sometimes.
